No. 26 on that list, Jack Nicholson in Mars Attacks, was the best of the bunch! No. 15, Fowler from The Sum of all Fears was a disappointment because the character in the book was far more interesting.

So who would be capable of being a good president in real life, i think the number 2 on the list, President Josiah "Jed" Bartlet would be a good candidate.

Some interesting choices there. I would say a) Dave Kovic would probably be my best choice but then strictly speaking he was never actually the President, as opposed to impersonating one, who was a nasty bit of work.
b) Henry Ford's anonymous President in Fail Safe probably got a low rating because he ended up nuking New York but under the circumstances he didn't have much choice.
A number of others I'm not familiar with but some interesting 'personalities' there.
