Nice find James, i can assume that there where less aircraft to put on the ground than there was on 9/11.

Interesting and would make sense given the fears at the time but could imagine assorted business interests raising bloody hell if something like that was tried nowadays.
Notice that as in 2001 the Canadians also got shut down, although presuming this time they actually had some warning and were consulted.

In 2001 the civilian air traffic control was left active and so were navigation beacons. The Cold War plan was to shut them at a drop of a hat too faced with bombers over the Arctic. I think there would have been many accidents.
