Two questions: a) Do you mean like a Pax Romana i.e. over a region of the world or the more modern Pax Britannia over most of the world? Its a lot easier for the former than the latter, which would probably be difficult with the relatively limited resources - at least unless you assume the Sahara either doesn't die out or is re-watered in some way.
b) Are you limiting yourself to the Islamic period or could earlier do? - If the latter possibly a successful Carthage might establish such a status.

Well that could make it more difficult as I think the climate had declined by that date, or at least the coastal fringe was markedly less productive. Although I have read that a new wave of Arab tribes passing through from Asia in the 10th or 11th century CA also caused a lot of destruction. Possibly if you avoid that it would help. Also say this Maghreb empire controls Sicily and possibly some other W Med islands as well as much of Iberia and possibly southern Italy and your got a substantial power base with also a strong hold on the W Med and any trade through it. This, especially if Frankish control of modern France is avoided/reduced could mean they fairly easily dominate most of western Europe as well as N Africa and might even do what the Fatimid's did in terms of conquering Egypt but keeping their core territories. This could become the most powerful Muslim state and establish a powerful caliphate as well, perhaps even becoming the dominant one.
