Back in 1991, right before the Gulf War started, the UN was demanding that Iraq withdraw from Kuwait. The Americans and the coalition had all of their forces ready to go as they did starting January 17th. Saddam had refused to withdraw even when everyone was against him.
What if Saddam blinked? He doesn't have to back down in public and humble himself but instead declare a reason - I can't think of one but I'm sure one could be found - for his army leaving Kuwait. Out goes his army, back into Iraq leaving Kuwait empty of Iraqi forces.
Does the coalition still find an excuse for war? Would the UN let them? Iraq ravaged Kuwait and committed all of those human rights abuses, but it had yet to fire missiles at Israel nor Saudi, and the UN had demanded withdrawal. Saddam claims victory from Baghdad, as he did OTL when he lost the war, and Kuwait is free.
No Gulf War? What does the coalition do with its massed armies? Put them into Kuwait and threaten Iraq? Or find a reason to still launch an air campaign to stop a second invasion?

I agree, but I was thinking whether an attack on Iraq would still go. That huge Coalition force was there and ready to go. If Iraq leaves, its army is still there ready to do it again.
