So what was the smallest empire ever, and no the British Empire, Roman Empire ore even the Mongol empire count as being the smallest empires ever to have existed.

The question here is how you define 'empire.' In some sense, any sovereign state is an empire to some degree, but the Vatican isn't what comes to mind when we hear the word 'empire.' Then we would have to make a definition and then whittle down the many hundreds of states that have existed to see what does and does not qualify. It's thorny.
