What if none of the bullet shots would inflict a mortal wound on President Kennedy, and in the ensuing investigations it was determined that Vice President Johnson in a conspiracy with the higher echelons of the Central Intelligence Agency had organized the assassination attempt.
What happens next?

What happens next? Why would Vice President Johnson want to kill President Kennedy.

Let's say that it was out of fear over perceived weakness against the Soviet Union, and a personal ambition for the office. Combined with a perception in the CIA that Kennedy was intending to dismantle their agency.

I don't know. An attempt to assassinate the President is not only attempted murder but also treason. Plus this is the US in the early 1960's and also would the trial be in Texas, which is one of the harsher states on capital punishment. He could get a long sentence or it could be the death sentence.
