Spain is falling apart. Perhaps Mexico can become powerful enough to acquire these territories, but perhaps another power will beat Mexico to it. Britain or even Japan could use these territories. How would Britain or even Japan get these territories. What do you mean with how? I mean, it's quite possible anyone else got them, for the initial part of the 19th century. But as global trade and imperialism expands, territories situated in the Pacific will gain a lot of value. Why would the US claim so many lonely islands in the Pacific? The Guano Islands Act as just a way to easily get territories across the sea. Britain did the same, and already possessed Australia, New Zealand and several other Pacific territories by the mid-19th century. Okay, I admit mentioning Japan was kinda far off, but its still possible Japan could've invaded Samoa during WWII.

Mexico can even reach superpower status if it keeps hold of the Philippines. I mean, both nations are both Spanish-speaking and culturally related due to the strong prevalence of Catholicism, so Ii don't believe a strong cultural repression would occur, as it happened with the Americans. With continuous trade with China, it could become wealthy and expand militarily.
Mexico would be obliged to acquire territories between the mainland and the Philippines, right? The Acapulco-Manila was one of history's longest continuous trade routes and would be very easily disrupted in case of war.

I was thinking primarily of the Meiji Japan as the primary antagonist. And even though there's no Texas, this ATL has some overlaps with my Balance of Power ATL in that Henry Clay becomes president instead of James K. Polk. The Monroe Doctrine still stands, but Manifest Destiny never becomes important. And I can't think of how Britain choices or chances would be much changed.
