Afghanistan doesn't lend itself to high population totals or densities. Most of the historical communities and empires within contemporary Afghanistan's borders lacked sea access. This arid country is criss-crossed with mountains, surrounded with inhospitable terrain, and was subject to Arabic, Mongolic, and Turkic invasions.
What do you think is the highest level of social development capable in Afghanistan? Could the region come to be dominated by one nation state? Could a country here maintain independence in the face of the surrounding nomads and empires?

Would agree. Some of the things about early Iran, just as Cyrus rose to power makes it sound similar, a poor mountainous land surrounded by much wealthier ones makes it sound similar in some ways but I'm not sure if Afghanistan ever had the social and cultural unity that if it had thrown up a Cyrus type it could have built a lasting powerful state. On the other hand it does control some useful trade routes between Iran, India and Central Asia so may not be totally impossible.
More likely probably it becomes an integral part of a neighbouring state, most probably Iran as I think it ruled at least the western parts of Afghanistan for prolonged periods. Could become a useful border region with its mountains as a good protection to a controlling power but of course that assumes the state is able to prevent the Afghans breaking away and becoming a threat themselves, as they have done through much of history.

The Grecco-Buddhist Bactrians seem to me to present the most likely candidate for a sustained nation state.
