Don't you have any knowledge of basic business?? This opens up plenty of ways of parting suckers customers from yet more money. Your opening an entire new niche for purchases. Plus targeting children in this way has two big advantages.
a) Get then young and you have a better chance of keeping them spending on you as adults. [The old Jesuit strategy .]
b) Children are a lot easier to influence and are able to exert additional pressure on their parents. Why do you think so many supermarkets and the like make sure there are plenty of sweets and toys near checkouts?
Warhammer has - or at least used to have a policy and probably still has - of continual 'upgrades' of their 'races and factions' so that people would have to buy new books and equipment on a regular basis. Used to be in a group playing table-top Warhammer fantasy a couple of decades back and they would regularly update their races so to play with that race/nation [or against them] you either set a limit or had to but new stuff. [Coupled with the poor quality control in that the rules were a shambles with so many inconsistencies that one of our players basically re-wrote their rule system for our 2nd campaign].

I took a glance at the sites you linked to. Attempting to adapt "the grimdark future" for kids..isn't exactly true to form (because, you know, the Warhammer universe is nothing like that).
Strangely, though, I'm intrigued by this development and somehow compelled to investigate further. Maybe it's because I tend to be a sucker for looking into media that I initially deem suspect, i.e. Star Wars Resistance.
But yeah, Games Workshop's approach to this business decision ought to be interesting, no doubt.
