I'm pretty certain he's wrong about partition lines not being set up until after Germany surrendered. They were decided some time before, at the Yalta conference IIRC as happened historically.

West Germany (Re) Arms Against Soviet Threat (1956)
The Allied troops formally ended their occupation of West Germany on 5 May and the country joined NATO the following day. It was decided that in the emerging climate of the Cold War, West Germany was needed as a defence against the Soviet threat. As a result, Germany began rearming later that year with the Bundeswehr formed in November. It's name was intended to distinguish it from the Wehrmacht of the Second World War yet there were still concerns about lingering Nazi sympathies in the army and the impact rearming Western Germany would have on the west. Here Brian Connell reports from West Germany in 1956 where he interviews members of the army and documents ongoing training of the Bundeswehr.

Don't forget that the early Bundeswehr had Nazi generals such as Hans Spiedel and Erich von Manstein. Quora: Were there any ex-Nazi soldiers who served in the German military after WW2?Hitler's Generals in the West German ArmyThe former is praised more because Spiedel was a tank commander and he used his knowledge of the previous war on how to fight tanks since Germany's terrain favored that. Spiedel was also a commander of NATO Forces Central. I can't find anything to link Spiedel being a war criminal, but I think praise for Spiedel is there because like the late Rommel, Spiedel took part in the July 20th plot and survived it. Some even say Rommel would have made a great Bundeswehr or NATO commander. von Manstein on the other hand, was a known war criminal but the U.S. gave him a pass (just like how some Japanese war criminals such as Shiro Ishii were given a pass instead of the noose). I guess the U.S. or NATO also needed von Manstein's knowledge. The FRG (West Germany) was a de facto U.S. ally in since 1948 but became one in 1955 when the FRG was admitted into NATO.

It's been 35 years huh? I still remember the 25th-anniversary celebrations in 2014. CNN was replaying its 1998 Cold War documentary as part of the year-long celebrations of it.
