Without a 9/11 style massive terror attack, I'd assume that the 2004 US election would be fought on the economy.
Can Bush win? Would Kerry have to be his opponent?

Honestly, I think that without 9/11, Al Gore would have ran again in 2004. Also, Hillary Clinton might have ran that year as well--though a lot would probably depend on just how inevitable Al Gore looks in 2004.
As for the general election, I think that whoever the 2004 Democratic nominee is (either Al Gore or Hillary Clinton) would probably win due to Bush's poor economic record and due to Bush's questionable legitimacy in the eyes of many voters.
