Wait i toughed the CIA was not allowed to operated on US home soil. They weren't doing this in the US. I think the actual country is left ambiguous.

The surprising thing is that the Soviets were rash enough to send a genuine Luna capsule rather than a mock-up, as the CIA originally assumed it to be.

Well it shows how sneaky the CIA was and most likely still is, this is probably one one of many stories like this they have done in the past. The surprising thing is that the Soviets were rash enough to send a genuine Luna capsule rather than a mock-up, as the CIA originally assumed it to be. Well then one made a mistake and the other assume that the other would not make a mistake in sending the real deal instead of a fake.
