In response to draft dodgers fleeing to Canada during the Vietnam War, the CIA assigns multiple operatives to go there, kidnap any draft dodger they find, and ship them back to the U.S. with a simple choice to stand trial or enlist.

This will assume that LBJ or Nixon simply don't care. How do you think the CIA is going to kidnap 20,000 to 30,000 draft-eligible American who fled to Canada. It would be impossible. Also it would probably mean a serious crisis between the US and Canada, with the latter being supported by Britain and probably most of NATO. Could result in the effective ending of the latter organisation, or at least the separation of the US from it. Which would be a huge butterfly. Also its going to be hugely divisive in the US itself with a lot of people angry at the US governments actions. Both because of its illegality and the alienation of allies and because many more would probably support the draft dodgers in opposition to the support of S Vietnam.

By all accounts Nixon was a scumbag. He wouldn't do this though. Nor could he as president with checks & balances on him. The concept of kidnapping thousands of Americans from a friendly neighbour and/or forcibly drafting their next of kind is... madness. Utterly insane. Not ASB but just impossible.

I think if there were any particularly famous/infamous draft dodgers, (imagine someone like John Lennon if they were American instead), then maybe on an individual basis "an independent bounty hunter & Patriot", not CIA honest guv, might try to lift one, maybe two people, but anything more than that starts becoming "Police State" territory and any politician openly supporting this makes themselves pretty much unelectable.

I doubt it would get that bad. However relations between Canada and the US would become very icy indeed. Given how many US installations are in Canadian territory it could take some unpleasant retaliation.
