The POD is that Puerto Rico does not vote for statehood in 1993. Puerto Rico's seven electoral votes gave President Gore his margin of victory in 2000. If Puerto Rico had not become a state then the House of Representatives would not have been enlarged from 535 to 540 and the Senate would not gone from 100 members to 102. ITTL the Electoral College would still been 538 instead of 545 in 2000. 270 still would have been necessary for victory. Bush would have won 271 to Gore's 267. That 271 included Florida's 25 electoral votes. I wonder how many of us are old enough to remember the election of 2000. Of those of us who can, how many of us remember the recount that decided the Presidential vote in Florida and the litigation that came with it. The lawsuits went all the way to the Supreme Court. The High Court ordered a stop to the counting of votes while Bush was ahead. OTL that lowered President Gore's total from 299 electoral votes to a more narrow 274 just one more than the 273 need for victory. ITTL five unelected conservative justices would have put George W Bush in the White House. He had a record as Governor of working across party lines. ITTL he, like John Quincy Adams and Rutherford B Hayes, would have had an opposition angry over being robbed. Most of the Democratic base would have seen Gore as the rightful President. That would have made him a shoe in for the nomination in 2004. Who would have won the rematch of 2004.

He doesn't have the baggage that Bush junior had with Saddam and would probably see through any suggestion that an secular dictator like Saddam was a support of Islamic reactionaries. As well as the simple principle of one war at a time.

As well as the simple principle of one war at a time. Also if the Arab Spring happens like in OTL 20110, we might see Iraq go the same direction as Syria.
