Gods that is weird. Utterly impractical as well as being impossible unless you had a powerful ASB using either powerful mind control or great force and brutality. Plus ironic that one of the 'nations' would be Romans, despite them being presumably most French and Rome itself - if I read the map correctly - outside this state.
