By 1662, the Maniago revolt and the Koxinga invasion of Manila was prevented however the Saludongese nobility and the pagan tribes would increase at this point and the restlessness of the tribes would be a threat to the Spanish and the Saludongese Nobles which are related to the Majapahit nobility and their followers which included the rump remnants of the Kingdoms of Sapa and Kaboloan and the others who want to expel the Spanish which are Tungning, the moro kingdoms south of the Philippines plan to expel the Spanish, the threat would be lost because the Qing would conquer Tungning, losing one of the pieces of the puzzle and conquered by the Qing Chinese, it is recorded that the rebels led by the Saludongese nobles want to partition the Spanish colony between the Saludongese nobles, the Mindanao Sultanates supported by the Dutch and Koxinga.
The Irraya and the other pagan/hindu tribes in the Upper reaches of Cagayan Valley and Pampanga river valley would recover from the battles and earlier famine, Peace with the Spanish would be a possibility at this point due to the hostilities starting to cease to happen.
On the early 1700's The Spanish would start to make peace with the Northern nobles of Saludong which included the rump remnants of Kaboloan and Sapa in the North which are the Saludongese nobles , the area surrounding the area ruled by the Saludongese nobility are not really considered parts of the Philippines and started to act as a separate colony.

The Followers of the Javanese derived nobles aka the Saludongese nobility and the remaining subjects of the Kingdom of Sapa and Kaboloan, the Irraya, Karaklan, Gaddangs, Bukid, Ifugao, Ibaloi and Apayao would convert to catholicism with the agreement with the Spanish and the resistence would be disbanded, however the old Majapahitan nobles would rule again the Northern half of Saludong which they once ruled, the old nobles of Saludong which converted to Catholicism would cause the Spanish colony to start to Crack and the Spanish and the Saludongese nobility would move for the Northern half of Luzon to have a separate colony from the Philippines since the start of their conversion to catholicism, the nobles would have control over their people of Saludong
One of the Spanish camps or bases in the Upper Pampanga river was named Nueva Ecija starting in 1690's which would be the other name of Saludong which is controlled by both the Saludongese nobles and the Spanish.
The area of the new colony would be known in its being suitable in the planting of Tabacco, making the Spanish have it the location of the Tabacco monopoly.
The Spanish would experience a war of succession in the end of the 17th century and the beginning of the 18th century due to the death of Charles II of Spain dying without an heir.

The Kings of Spain, Philip V would start to rule the Philippines from Spain and made his neoplanta decrees and the Split of the colony by the nobles in the North would start as well the conversion of the tribes under them would prosper.
The language of Gaddangs, Irrayas, Yogad, Karaklans and Bukids and the minor tribes of Upper Cagayan Valley and Pampanga river valley would start to merge into one forming a new language which would be predominantly based on Irraya, the other languages would start to lose their individuality as their populations are boosted and the new language would later be a linguafranca of the Northern Island Half of Saludong.
The boost of the population of the former pagan tribes would double their population and would be loyal to the Spanish crown and their nobles
The Tagalog and Ilocano settlers in Upper Cagayan River and Upper Pampanga river valley would gradually be absorbed by this new merger and mishmash of languages.
The Spanish prosetylization to the Pagan/Hindu tribes would be complete except for the tribes of Bontoc, Kankanaey and Tinguians by 1720's due to the Saludongese nobles having negotiated with the Spanish on the end of the 17th century.

On the ascension of Charles III in Spain, the Northern Luzon tribes that surrendered and had agreed with the Spanish have recovered their population and are beginning to lose their individuality in Upper Cagayan Valley and Upper Pampanga river basin.
The nobles of the Northern half of Luzon would participate in the future Spanish Farming monopolies like that of Tabacco, the Nobles of Northern Luzon would participate in the creation of the economy which would be the foundation of the future colony in the Northern half of Saludong or Luzon as the Spanish rendered the name of the island.
The Island of Saludong's population would recover from the famines and rebellions in the latter part of of the 17th and the 18th century.
Spain allied with France during the Seven Years' War, in opposition to Great Britain. The British in response sought to diminish the Spanish Empire. The seizure of Manila by British naval forces in October 1762, and the subsequent surrender of the Spanish Philippines to Britain during the British occupation of the Philippines, inspired uprisings in the farthest north of Ilocos Norte and Cagayan, where anti-Spanish sentiments festered. Though Silang initially wanted to replace Spanish functionaries in the Ilocos with native-born officials and volunteered to head Ilocano forces against the British, desperate Spanish administrators instead transferred their powers to the Catholic Bishop of Nueva Segovia (Vigan), who rejected Silang's offer. Silang's group attacked the city and imprisoned its priests. He then began an association with the British who appointed him governor of the Ilocos on their behalf and promised him military reinforcement. The British force never materialized.[1]
The Sepoys that mutinied with the British in their wars in the Philippines would resettle in the Northern half of Luzon and blend and intermarry to the native population, the people from Saludong would welcome the Sepoys that mutinied in Northern Luzon in open arms.
On 1780, Charles III would declare that the Northern half of Luzon but excluding the provinces of Ilocos and Meycauayan would be declared as a new colony named Nueva Ecija named after a region in Spain and an outpost in the late 17th century in the Pampanga river basin, Tabacco Monopoly established in 1782 was established by Jose Basco as the governor of the Philippines and Nueva Ecija, the Tabacco monopoly would be established in the new colony of Nueva Ecija, after Jose Basco there would be a separate governor for Nueva Ecija.
