If TR had run in 1908, he would have won. In 1909, he would have worked out a compromise tariff. He also pleases the Progressives by backing thier efforts to take power away form Speaker Cannon. In 1910, he appoints William Howard Taft as Chief Justice. Taft gets to have the job he really wants for 20 years not 9. TR sides with Gifford Pinchot. In 1912, Elihu Root leads a united Republican party to victory. As President, he signs the OTL progressive legislation that Wilson did. He also gets into trouble for being too pro Entente. in 1916, he is defeated by a Democrat who campaigns on the slogan I will keep us out of war. By the time the new President takes officer, unrestricted submarine warfare and the Zimmerman Telegram has changed things. In April 1917, he asks for and gets a declaration of war. In 1920, after the war and the turmoil of 1919, most voters want a change, so the unnamed Democrat is a one term President.

lordoel TR would not have been able to convicne the American people to go to war in 1915.

The sinking of the Lusitana did not insprie enough a desire for war amongst the American people. TR can not magically change that many minds. It took unrestricted submarine warfare and the Zimmerman Telegram to convince enough Ameircan that they should go to war. Enough Americans felt threatened.
