Rudi Giuliani being elected President is ASB. He would have real trouble getting the Republican nomination. IF he started winning primaries, the social conservatives would unite around one candidate. In the highly unlikly event that he gets the nomination, there would be a social conservative third party that would drain much of the Republican base. How does he win reelection with the economic collapse of 2008?

I'm assuming he gets the same boost from 911 as in OTL, and the Rep nomination is open in 2004. Also I'm assuming Brown seems more inept to the voters than Bush II in OTL, maybe doing very little at all about 911. And in my mental backstory, Thompson is Giuliani's main rival, and is awarded with the VP spot, balancing the ticket.

Why doesn't Perry get a new Vice President through the 25th Amendment.

I think it states that with less than 2yrs left in the president's term, no VP is selected.
