I read that the FBI started investigating Agnew in 1971. What if they were able to find the evidence against him right away. The Justice Department lawyers are not worried about the president resigning and Agnew taking office. He probably gets prison time. The biggest difference with Agnew resigning in 1971 is that John Conally has not yet led Democrats for Nixon. So he is less controversial. Nixon gets him confirmed. Conally was indicted for bribery on August 8, 1974, the day Nixon resigned. OTL he was found not guilty after his lawyer had sone evidence excluded. ITTL the House Judiciary Committee gets all the evidence. On October 13, 1974, after Nelson Rockefeller is approved as vice president, articles of impeachment are approved. On October 21, 1974, Conally resigns. The 1974 election is a bigger Democratic landslide. Bill Clinton is elected to Congress. President Rockefeller is defeated in the 1976 Republican primaries by Ronald Reagan. Reagan loses in the general election to Jimmy Carte. He is of the president's party in bad economic times. Carter can also make use of his unpopular opinions like his opposition to Medicare. Now as for Congressman Bill Clinton I see two options. I read somewhere, I don't remember where. So I don't know how reliable this is. Bill Clinton said that if h had been elected to Congress, he would have become a Washington guy, Which means that after he loses in 1978 or 1980, he becomes a lobbyist and Hillary joins a Washington law firm. They stay involved in issues but do not run for office. The best case scenario is that after his reelection in 1976, he realizes that keeping his marginal district will be more difficult with a Democrat in the While House. So he runs for Governor in 1978 and wins. He is a more seasoned politician than he was OTL. He does not make the same first term mistakes he made OTL. He is reelected in 1980. His career progresses as it did OTL. He is elected president in 1992. ITTL he knows Congress much better and gets a health program passed.

In the best case Clinton scenario I see this: Richard Nixon 1969 -1974. John Conally 1974. Nelson Rockefeller 1974 -1977, Jimmy Carter 1977 = 1981. George HW Bush 1981 -1989, Bob Dole 1989 -1993 and Bill Clinton 1993 -2001.
