  Its definitly a possibility.  As the report says the state could be fairly unstable and have a heavy military burden.

  Its possible but not likely that it could be even larger.  If there's essentially a Turkish melt-down and other powers ally with the Greeks, thinking mainly of the Armenians in the east and Italy seeking to secure its sphere of influence in the south then although the war would be very bloody Greece might occupy even more of western Anatolia.  Although this really needs the failure of the Bolsheviks in Russia.

  Furthermore, if they get allied support they might be able to get N Eprius in co-operation with Serbia/Yugoslavia annexing the north of Albania.  This would secure a stable border and alliance between the two powers and probably isolate Bulgaria as a potential threat.
