Salazar was friendly to the Western Allies, though I'm not sure they'd defend him from Spain. If the Aggressor Republic who is composed of two army groups, each numbering roughly 1,000,000 men (according to the 1947 field manual) ever want to invade Portugal i see not much problem for them, also it seems that the Aggressor Army has large number of former Wehrmacht soldiers so it does not have to worry about having a inexperience army to fight with. Except that where do they get the resources to maintain such large forces, let alone equip them with modern weapons? Spain was pretty much prostrate OTL after the civil war, still deeply divided and had minimal industrial base. If nothing else, assuming the US withdraws into isolationism again then when a new fascist state starts to spread into other parts of western Europe the Red Army reaches for its sledgehammer and goes splat. As said by others it was basically an excuse for the US army to have an opponent to plan to fight which wasn't either the Soviets or the British, who were the only other powers left standing. That's why the Aggressor Republic gained such massive powers to take over large areas and within a couple of years be in a position to invade the US. You can't really argue for funds from Congress to invade Andorra for instance.

Well that is part ASB then, but the US army needed a aggressor force to train against, mabey having a force that looked like the Soviet Union was a bit to early, it was not until the late 1970s when the began to hhave a agrasor force that looked like the Soviet Union. As said by others it was basically an excuse for the US army to have an opponent to plan to fight which wasn't either the Soviets or the British, who were the only other powers left standing.
