Good point about non-migrants often staying in their own countries but moving to cities. That's likely to speed up industrialization and also mean a lot of workers for radicalization given they will have pretty dire conditions and easier contact with large numbers of other people in the same position. Likely to see a lot of social unrest which could see fairly homogeneous states especially becoming more 'liberal' and more heterogeneous ones could get quite nasty as there might be a lot of national/political division. This could be especially bad in Austria Hungary and possibly to a lesser degree in Russia. Might also see unrest in the UK as it had settled a lot of incoming migrants and was the established point of departure to elsewhere so you could see a fair number more still trying to come.

For 1791 Spanish lands in N America are those claims rather than actual control as I think their 'feet on the ground' were pretty few in a lot of the northern areas?

Definitely just claims, with the most tenuous, least settled in North America being the Nutca/Nootka/Oregon territory. Also some northern parts of New Mexico, and the interior of big ol Luisiana was always only lightly occupied.
