September 3, 1945. The following nations receive the BARE MINIMUM technology, infrastructure and knowledge to colonize planets, moons, asteroids and outer space itself:
US, UK, USSR, Communist China, France and Greece
Norway, Australia, Canada
Uruguay, Costa Rica
Turkey, Ethiopia, Iran
South Korea, Japan
(They can now build cities in outer space or on planets, transport over 100k people and have them live and survive there)
This radically changes the Cold War and the Modern Age. Population growth is less of an issue while spending on Nuclear weapons dramatically decreases
Not sure about the rammifications on poverty since people can go to space as there would be lots of high-paying jobs outside of Earth
This would change US and Russian culture as guns and corruption would be very dangerous in space. Science and Socialism are very important for the space colonists to survive and thrive.
Not sure how the technology, infrastructure and knowledge gotten would affect the people of Earth
