The United States Ironclad Board reported to (United States) Secretary of the Navy Gideon Welles: "For river and harbor service we consider iron-clad vessels of light draught, or floating batteries thus shielded, as very important . . . Armored ships or batteries may be employed advantageously to pass fortifications on land for ulterior objects of attack, to run a blockade, or to reduce temporary batteries on the shores of rivers and the approaches to our harbors.'' The Board recommended construction of three ironclads (USS MONITOR, USS GALENA, and USS NEW IRONSIDE).

Maryland
United States troops began a systematic search of Baltimore for caches of arms that could either find their way to the South or be used against them on the streets of the city. Almost immediately, they discovered a hundred rifles concealed beneath the Egeton and Keyes Auction House at Saratoga and North Streets. Soon after, troops seized around sixty muskets from the armory of the Independent Grays, a city militia unit. Searches continued over the next few days but few other finds were made.
New York
After just three issues of James A. McMaster's new Catholic journal called the Freeman's Appeal, all largely critical of the Lincoln Administration, (United States) Secretary of State Seward ordered the United States Marshal in New York, Robert Murray, to arrest McMaster and suspend its publication. McMaster was imprisoned at Fort Lafayette in New York Harbor. He was freed on October 23rd 1861 after taking a loyalty oath but did not resume publishing till April 1862.

IndianaAt around eight o'clock in the evening, a train carrying four companies of the 19th Illinois Infantry Regiment (United States) crashed into Beaver Creek near Huron, Indiana, around 140 miles west of Cincinnati when the bridge gave way after a derailment. Two cars suffered the most severe damage when, after landing in the creek, the box car and caboose landed on top of them. Eighteen men in these cars were killed and dozens others injured, many severely. Sabotage was suspected but later a broken rail was determined to be the cause. Drawing: the train crashMarylandIncidents at Point of Rocks and Great Falls. New YorkMembers of the 48th NY Volunteer Infantry Regiment (United States), the "Continental Guard," recruited mainly from Brooklyn, leave the state under the command of United States Army, Colonel James H. Perry for three years of federal service. MississippiIncident at Ship Island. A landing party under the command of United States Navy, Captain Melanchthon Smith from the gunboat USS MASSACHUSETTS took possession of the abandoned and incomplete fortifications on Ship Island without facing a shot. The Confederates had evacuated the island on the preceding day. North CarolinaA landing party led by United States Navy, Lieutenant J Y Maxwell from the sloop-of-war USS PAWNEE destroyed Confederate guns and fortifications at Fort Ocracoke on Beacon Island, closing Ocracoke Inlet to blockade-runners. United States Navy, Admiral D. D. Porter later wrote: "The closing of these inlets [Hatteras and Ocracoke] to the Sounds of North Carolina sent the blockade runners elsewhere to find entrance to Southern markets, but as channel after channel was closed the smugglers' chance diminished. . ."MissouriUnited States Army, Brigadier General Benjamin Mayberry Prentiss moved his troops along and to the north of the Hannibal & St Joseph Railroad to protect the area from guerrilla actions by pro-Confederate agitators. In a skirmish at Morristown, a Confederate force was defeated with a loss of seven men killed. United States losses were reported as three killed and six wounded. (Missouri) Operations to Control Missouri - Action at Blue Mills LandingUnited States forces attempted to prevent pro-Confederate Missouri State Guards from leaving northern Missouri to cross the Missouri River near the confluence with the Blue River. The secessionists were on their way to reinforce Pro-Confederate Missouri State Guard, Major General Sterling Price at Lexington. United States Army, Lieutenant Colonel John Scott broke camp at Centreville at 2 am. He arrived in Liberty at 7 am and sent scouts to locate the enemy. Skirmishing began at about 11am. At noon, Scott marched five miles in the direction of the firing and approached Blue Mills Landing on the Missouri River. Scott had a force of about 600 men including detachments of the 3rd Iowa Infantry Regiment (United States), some Home Guards, and one 6-pounder gun. Pro-Confederate Missouri State Guard, Major-General D R Atchison also marched in the direction of the firing and approached Blue Mills Landing. Atchison, who lived in Liberty, deployed his men in the brush on either side of the Missouri River bottomland road leading to the landing. At about 3pm, Scott’s troops encountered the State Guard pickets and were attacked from both sides. Scott’s artillerymen fired two rounds of canister, inflicting heavy losses. However, a fresh volley from the State Guards scattered or killed most of the gunners. Scott ordered his outnumbered force to fall back to the bluffs in Liberty, hauling off the gun by hand. Atchison attempted a flanking movement on the United States right, which resulted in a sharp fight. The United States forces continued to withdraw, firing as they retreated, taking with them nearly all of their wounded, but abandoning their ammunition wagon and a caisson. The State Guard pursued for some distance, but Atchison did not press the attack. Just before nightfall, Scott’s force retired to Liberty, entering the town about an hour after sunset. After sunset, the United States troops returned to retrieve their dead from the field. Atchison and the State Guards from northern Missouri then crossed the river to reinforce Price for his attack on Lexington. United States losses where nineteen dead as a result of the fighting. Approximately 80 were wounded. Three men Confederate were killed; 18 were wounded.

Day 160 of the United States Civil War, September 18th 1861District of ColumbiaDuring the summer of 1861, a four-person Board chaired by United States Navy, Captain Samuel Francis Du Pont was formed to study the implementation of the blockade and make recommendations to improve its efficiency. In the Board’s report presented on July 16th 1861, it was recommended that the Atlantic region should be divided into northern and southern sectors. On September 18th 1861, the (United States) Navy Department approved this division with the dividing line being the border between North Carolina and South Carolina, although the implementation of this was delayed for a time. United States Navy, Captain Louis Malesherbes Goldsborough was nominated to command the Atlantic Blockading Squadron, succeeding United States Navy, Captain Silas Horton Stringham who resigned when he believed that his efforts were not properly recognized. VirginiaThe gunboat USS RESCUE under the command of Master Edward L Haines, captured the Confederate schooner HARTFORD with a cargo of wheat and tobacco on the Potomac River. MarylandSkirmish near Berlin. Kentucky The Pro-United States legislature of Kentucky stipulates that force should be used to eradicate Confederate forces from the state, while the Southern troops under Confederate States Army, Brigadier General Simon B. Buckner counter such pressure with an advance into Bowling Green. With the state's early hope of neutrality gone, the Pro-United States Kentucky state legislature voted to drive out Confederate forces. They named United States Army, Brigadier General Robert Anderson, the hero of Fort Sumter, as commander of the state militia with headquarters in Louisville and United States Army, brigadier general Thomas L. Crittenden head of the state guard. Anderson's poor health meant that his tenure lasted only three weeks after which he resigned and turned over command to United States Army, Brigadier General William T. Sherman. The United States Post Office ordered the Louisville Courier excluded until further notice from the mails due to its demonstrated "hostility to the Government and authorities of the United States." (Missouri) Operations to Control Missouri - Siege of LexingtonPro-Confederate Missouri State Guard, Major General Sterling Price had besieged the United States garrison in Lexington since September 13th 1861. Price determined to order a new assault on Lexington. Price’s Missouri State Guard advanced under heavy United States artillery fire, pushing the enemy back into their inner works. Price’s guns responded to United States Army, Colonel James A Mulligan’s artillery with nine hours of bombardment, using heated shot in an endeavour to set afire the Masonic College and other United States positions. Mulligan stationed a youth in the attic of the college’s main building, and the boy extinguished all incoming rounds before they could set the building ablaze. Pro-Confederate Missouri State Guard, Brigadier General Thomas Harris ordered his soldiers from his 2nd Division Missouri State Guard to capture the large and important Anderson house. It was being used as a hospital and, shocked at what he considered a violation of the Laws of War, United States Army, Colonel James A Mulligan ordered the structure to be retaken. Company B of the 23rd Illinois Infantry Regiment (United States), Company B of the 13th Missouri Infantry Regiment (United States), and volunteers from the 1st Illinois Cavalry Regiment (United states) charged from the United States lines and recaptured the house, suffering heavy casualties in the process. Harris’s troops recaptured the hospital later in the day and it remained in Missouri State Guard hands thereafter. Map: Map of the last three days of battle

Although the United States defenders poured red-hot cannon shot into the advancing bales, their soaking in the Missouri River the previous night had given them immunity to the United States shells. By early afternoon, the rolling fortification had advanced close enough for the Southerners to take the United States works in a final rush. United States Army, Colonel James A Mulligan requested surrender terms after midday, and by 2 pm his men had vacated their trenches and stacked their arms.
The United States reported 36 killed, 117 wounded, 8 missing and 3,000 captured while the Confederates suffered 30 killed, 120 wounded. But to say the farm shall no longer belong to the owner, or his heirs forever; and this as well when the farm is not needed for military purposes as when it is, is purely political, without the savour of military law about it. Day 171 of the United States Civil War, September 29th 1861
District of Columbia
Feeling the pressure from various directions, (United States) President Abraham Lincoln reminds Governor of Indiana, Oliver P. Morton of the national scope that his attentions must take:“I write this letter because I wish you to believe of us (as we certainly believe of you) that we are doing the very best we can. You do not receive arms from us as fast as you need them; but it is because we have not near enough to meet all the pressing demands; and we are obliged to share around what we have, sending the larger share to the points which appear to need them most. As to Kentucky, you do not estimate that state as more important than I do; but I am compelled to watch all points.”
