I clicked the link. The USS Carl Vinson CSG would have been ISOTed too. But she is not in Guam at the time of the ISOT. She's the closest large naval unit to the Philippines. I am not sure if the OP intended the SCS to be part of the ISOT.

I gathered some input from the other forum. Many agree that the Philippines would be the most powerful nation in the Asia-Pacific while Cuba would dominate the Caribbean. One OP suggested that once Emperor Meiji gets into contact with 2021 Filipino diplomats who will tell him what will happen to Japan in 50 years, he would be at a disbelief at his successors. He would probably have a heart attack hearing of the atomic bomb which flattened Hiroshima and Nagasaki.
Every country would suddenly want an M16, M4, and R4A3 that the Philippines, Guam, and Puerto Rico has along with the AK-47s and FN FALs the Cubans possess. There may be an early development of tanks based on the tracked IFVs the Philippine Army has along with the T-55s the Cubans have.

Well the Philippines might be powerful, but it also has some issues, like Communist and Islamic terrorist in its country, ready to spread their believes to the world of 1898.

There's that possibility of Islamic terrorists exporting their ideology to Malaya and the DEI. As for the NPA and Cuba, if Lenin heard of them, he may take interest.

Speaking of good, this upline Puerto Rico may try to declare independence earlier. Admiral Sampson will be in a surprise when he sees those USCG cutters, Dauphins, and DHS AMO Blackhawks. "Strange looking aircraft," he says. The Puerto Rico Air National Guard only has one C-130, replaced after the one assigned to it crashed in 2018. Their F-16s were transferred back to the mainland in 1998.

USCGC Donald Horsley (WPC-1117). USCGC Joseph Tezanos (WPC-1118).

Oh, now I realize Puerto Rico does not have those Hamilton-class cutters with the Harpoon SSMs, Phalanx CIWS, ASROCs, and the Mk13 naval gun. I'm sure Admiral Sampson would not fire on these ships even if the weapons of these Sentinel-class cutters cannot penetrate the armor of the USN ships. However, these Sentinels can make up for it with their speed.

The Legend-class cutters haven't seen widespread deployment yet. I don't think those cutters would be in Puerto Rico in the near future anytime soon.

I don't think those cutters would be in Puerto Rico in the near future anytime soon. Looking at what Guam has, they have 3 Sentinel-class cutters in its inventory. USCGC Myrtle Hazard (WPC-1139). USCGC Oliver Henry (WPC-1140). USCGC Frederick Hatch(WPC-1143).

Maybe a flyby by strange aircraft would convince Dewey of something supernatural. Couple that with MiGs, Sukhois, and T-55 tanks. While speaking of Cuba and the Philippines, there are two modern US territories now in the past, namely Puerto Rico and Guam. In Naval Base Guam there are:SUBMARINE SQUADRON 15 ( USS Key West (SSN-722), USS Oklahoma City (SSN-723), USS Topeka (SSN-754) and USS Asheville (SSN-758) HELICOPTER SEA COMBAT SQUADRON TWO FIVE (flying the Sikorsky SH-60 Seahawk). USS FRANK CABLE (AS-40) COAST GUARD SECTOR GUAM (USCGC Sequoia, USCGC Assateague and USCGC Washington). Marine Corps Base Camp BlazUnited States Air Force on Guam: Andersen Air Force BaseThen on Puerto Rico it is manly the United states Coast Guard: Coast Guard Station San JuanAnd the Puerto Rico Air National Guard and Puerto Rico National Guard
Ah Lordroel, the OP specifically states the Philippines, Cuba and Puerto Rico so think Guam is still in 1898 Spanish hands.
In terms of threats to the US fleet arriving at Havana I would say the a/c and anything which mounts torpedoes would be the big threat if a clash happens. Pre-dreads and cruisers in 1898 are fairly weakly defended against torpedoes and at that date "what the hell's an aircraft!".

The thread title says: WI: 2021 Cuba, Philippines, Puerto Rico and Guam are ISOTed to 1898 by TheSpaniard.
