'Hannibal's War Elephants Become Sauropod-Sized'.
Well that raises questions of: a) Can they be tamed? b) Can they be fed? c) If you mean elephants of the same size as the Sauropods can they actually live? Its still unclear how the sauropods grew as large as they did and a lot of suggestions they were at least semi-aquatic to support their weight. Also if their still hot blooded their fodder demands are going to be huge will if cold blooded I wouldn't fancy getting them through the Alps.
Anyway an interesting idea.

‘Augusto Pinochet SI To Tsar Nicholas II’.
On the 17th July 1918.
Serious it would depend on when and how much Pinochet was willing and able to change. He was an evil shit but a lot more intelligent than Nickolas. Provided his brutality doesn't still cause a revolution you could have just made Imperial Russia a more serious threat to the world than Imperial Germany!

I don't know as much about Pinochet on a personal level, but this got me wondering if having the Tsar's power would've been one of his fever dreams. Of course, he was still pragmatic enough to keep to generic right-wing thuggery paired off with neoliberal economics, so maybe he'll pursue a more capitalistic, entrepreneurial approach to industrialization here (though he'll still have hereditary privilege to deal with and increasingly skeptical gentry to convince). In any case, it's hard to be more of a stubborn autocrat than the actual Nicholas II was (much less more of a brutal, cack-handed dictator than Joseph Stalin). Still, maybe we should give Pinochet some time to think his game plan through and send him back to October 1905, since that's when the eponymous first revolution took place. And, more precisely, when he issued the October Manifesto to appease the angry masses (which, ultimately, still didn't save him or Russia from the extreme nightmare to come).

Well the reforms didn't same him because he very quickly moved to grab back power and restrict the new Duma to little more than a talking shop.
In terms of Pinochet I was thinking that while Nickolas was a stupid autocrat Pinochet was an intelligent but not necessarily wise one. Too much preference for bloodshed and brutality, relying on brutal force and terror. He could well end up a right wing version of Stalin if he stays in power. He would find the divine aspects of Nickolas's status stupid but useful but the sheer level of corruption that seems to have been embedded in the imperial Russian system could frustrate him and prompt him to try breaking the aristocrats and bureaucracy and that might not work.

That's what I meant, though I suppose I didn't include that as explicitly as I should have. While I wouldn't rule out anything you've said here, I still think it'd be hard to screw up as badly as either Nicholas or Stalin IOTL and still believe it'd be worth giving Pinochet a shot at doing better. 'LBJ Becomes 7 Ft. Tall (November 22, 1963)'. The day (and exact moment) his boss is assassinated, to be specific.
