what kind of weapons will be created before the governments say that's to far? When they loss control over them i think, good example would be a AI like Skynet from the Terminator franchise. |

I would agree with the 1st part, at least in most cases. Can see possible exceptions in a war for survival especially since such a weapon could be used to exclude related groups or people under occupation. Of course given how interbred humanity actually is and the degree of overlap I suspect such a weapon would be only statistically 'selective'. I.e. that there would be proportions of other groups who do get infected/harmed and proportions of the target group who would be unaffected.
In terms of the 2nd part there are far too many racists bigots all over the world who would jump at the idea if given a chance.  |

Something possibly worse - a weapon that basically controls people, preventing them having any free will.  - Again I fear there are too many groups, including a fair number of current government leaders who would be over the moon at such an idea, as long of course as they were the ones using it. |

If Nazism or some other monstrously racist ideology ever experiences a significant revival, then I can see is proponents employing such a weapon(s). Something that, interestingly enough, even Hitler himself seemed unwilling to do (albeit more for pragmatic reasons than moral ones). Also, assuming that they either are or eventually become technologically viable, I can see such groups also deploying drones/war robots programmed to single out and prioritize targets based on their racial/ethnic background. And probably having the biometric data-gathering capabilities to do so far more easily than their Nazi predecessors ever could’ve dreamed of, to boot  . |

There might be an interesting result here in that given how interbred so many people are you could see that group ending up killing off a fair number of their own members/supporters. There is even a suggestion that Hitler's father, instead of his assumed one was a Jewish man who was a friend of the family. That would have been an ironic ending to his political leadership. 
In terms of the 1st point I mentioned it because a book I was reading a few months back was arguing that among other issues our ideas of a personal consciousnesses is a myth and speculated that it would be quite possible in the near future to rewrite people's memories and ideas which is an horrifying thought but they seemed to have a lot of evidence to support their argument. |
