The Taliban, probably with AQ assistance, conducted a bombing at Bagram Airbase in 2007 when Cheney was there. The bomb killed many but Bagram is huge and thus Cheney was well inside and safe. Afterwards, the Taliban claimed it was a targeted attempt while the US narrative is that the bombing had nothing to do with Cheney being there and this was just a coincidence. I agree with the latter: such visits were top secret.
Let us say that the bomber does the impossible and gets deep inside the base. He detonates and kills Cheney even without realising who exactly he is targeting. Implausible?

President Bush picks John McCain as Cheney's replacement. Vice President McCain still loses the 2008 general election to Barack Obama.

Rice might be a long-shot candidate but would be incredibly symbolic. At this point, Bush no longer has to think about getting re-elected, so he has options and in the aftermath of such as assassination also isn't very restricted.

McCain would recall events in South Carolina from the Bush camp back in 2000. Why serve under a President who was ultimately responsible for the racial slurs on his family?

I suspect you are right and Bush would go for a long shot, maybe a woman or a minority and dare the Democratic Congress to vote such a pick down. Yes, so we need someone liked (also on a personal level) by Bush. Someone like Rice might actually become an option there, or another of his close allies (at least we'll be spared Rumsfeld *shivers*). Of course, this will certainly have an effect on the upcoming primaries as the new VP does start with quite an advantage (and without Cheney's baggage). The right candidate could also take the wind out of Obama's sails, although thar would need to have more to do with the primaries. I don't see a way for a Republican to win the general at that time. But if a minority candidate is doing well in the Republican primaries that would damage Obama in the Democratic ones because of less 'first black president' appeal.
