Berlin probably wouldn't recieve the massive influx of money it did IOTL.
The big projects of the 90s and early 2000s wouldn't happen, at least not at the same scale.
East Berlin would be far less fancy than IOTL and Berlin as a whole wouldn't be the cultural powerhouse of IOTL.

There were many other ruins in the eastern side too I think.

There were many other ruins in the eastern side too I think. The Reichstag might be restaurated in a cheaper way as a museum. For the other ruins restauration probably would take much longer than IOTL.
