simon darkshade , Well that was a nasty shock for Sam but probably not too unexpected if he thought about it. The DE UK is far more collectivist than ours and what he knows is potentially very useful for them.
I'm a bit worried by Sam feeling calmer in the section just after the clown was collected. It could be that the 'boy' he was referring to was Sam [rather than possibly Peter] and he was seeking to influence him into being more concerned about what's planned for him or that the authorities have done something to suppress Sam's concerns or feasibly both. Similarly with Sam being uncharacteristically tired later on, albeit its definitely been a lot more stressful than he would have wanted.
When you said the potential, very important guest may be arriving but has a long way to come I'm thinking of someone who has been declared the de-facto President of Earth in a certain TV series? At least when there's a planet threatening crisis. As long as he doesn't bring any pepper pots with him!
I noticed a bit from James early on "old habits die hard, sometimes with a vengeance" which made me think of a US movie series. James is definitely an harder character than in the films, not sure about the books.

Sam had been comfortably seduced by the charm of Ashford in a quite deliberate action, in order to get him talking and thinking so to dredge up as many useful memories as possible. He had allowed himself to believe that Bailey was representative of the broader establishment, rather than being a member of one faction. James is the delivery boy for this wake up call, which provides a different edge to the end of the tale, rather than be completely nice. He is a harder character, closer to that of the books.
The clown was an agent of a non-British state who was trying to enspell Sam using a mommet, or poppet. It almost succeeds in breaking him, but fails due to his will. This, combined with British attempts to enchant him, the previous haunting of his dreams, the baleful presence of a vicious vampire duck and whoever possessed the gypsy girl, are what is playing havoc with his short term memory and tiredness.
The VIP guest isn’t a doctor.
There are quite a few movie and book title puns in the first section, both from Bond and elsewhere.

Well I have a feeling we're discussed this before and he's probably the best person for getting Sam home. Provided the Tardis is more reliable than she was for a lot of the TV shows!
