That indeed is an issue, and one that I hadn't thought of. It will certainly be used in propaganda, but I think that at that time there would also be a lot of antipathy towards Iraq. I think that the Israelis will however think about that as well, so they won't be going for a ground burst or anything too close to the border.
The most interesting of such a thing will be the long term consequences.
