I doubt the Soviets are going to sit back and watch as Cuba is being attacked, its not good for their reputation, it makes them look weak in the eyes of their allies and puppets.

If its a full scale invasion I would agree but if their basically started a war with the Dominican Republic over a dubious fishing boat and the US restricts their response to some counter raids to make them stop then I can see the Soviets deciding its not worthwhile pushing things too far. Their hardly likely to start WW III on the issue and can't support Cuba that directly when its so close to the US.
