As JFK is being sworn in, his 1961 Washington DC replaces Washington DC at 10:28AM September 11, 2001, Just as the North Tower collapses.
Thoughts?

JFK would be popular with a lot of people although by 2001 a number of secrets are out of the cupboard. However he was elected 40 years ago by a drastically different election so doubt he could be considered legitimate as President. Also as you mention he's legally dead, which could be awkward in a number of ways.

A lot of people who are present at the 1961 Washington DC are no longer alive, that will cause many problem also with 2001 Washington DC having disappeared and all the people living in them.

Hell, I didn't notice it was all of Washington DC! That could pretty much decapitate the US government. Even if Congress isn't in session a lot of the civil servants and physical infrastructure is lost. You will have ~680k people who lived there disappearing, as well as others who worked there, which will be both an human tragedy for their families and a huge blow to the government. A presumably somewhat smaller but possibly not greatly so, number of down-timers are now lost from their own time and some of them will have 40 year older versions of themselves elsewhere in 2001. This is going to be chaotic to put it mildly.

If i remember the Capitol was evacuated at the moment it became aware that the Twin Towers/Pentagon strike was a terrorist attack, so Congress is not in session, also Vice President Cheney is gone (he was at the time in a bunker somewhere in Washington DC).

Congress may not be in session but how many left the 2001 Washington before it disappeared? Similarly how many civil servants and records have been lost. Not to mention that the capital now has 1961 records - probably virtually all on paper or microfiche - and will be faced with 2001 technology in the rest of the US. Furthermore this is a Washington from when the civil rights struggle really got started so the down-timers are going to get a huge cultural shock. One question. Was Martin Luther King in Washington at this time? If he suddenly turned up again that could be very interesting what he thinks of how things have changed since his time.

Many thanks. I suppose he could still have been in Washington and hence affected but if he turned up in 2001 that would have had some dramatic results I suspect. However sounds like he wouldn't. Could be a lot of other interesting characters who are about again.

Also 1961 Washington DC most likely would be ruled under 1961 laws and not 2001 laws making it something of a large Vatican state.

Nixon's life's going to be hell in 2001. Even though this Nixon hasn't served as President so the 22nd amendment wouldn't apply to him, he wouldn't be elected dog catcher in 2001.
LBJ's heart condition will benefit from 2001 medicine, but again he has the weight of his other self's decisions on Vietnam if he wants to run for office in 2001.

Did find out some of the people who where present of the inauguration of John F. KennedyAlong with official presidential guests and honorees, including former presidents, vice-presidents, cabinet members, and other Washington officials, the Kennedys invited famous men and women of the arts, including Carl Sandburg, John Steinbeck, Ernest Hemingway, Brendan Behan, Mark Rothko, and fashion icon and future Vogue editor Diana Vreeland. Five first Ladies, Edith Wilson, Eleanor Roosevelt, Bess Truman, Mamie Eisenhower and Jackie Kennedy attended the event, as did future First Ladies Lady Bird Johnson, Pat Nixon, and Betty Ford. Former President Harry S Truman joined Presidents Eisenhower and Kennedy on the platform, as did future Presidents Lyndon B. Johnson, Richard M. Nixon and Gerald Ford, making this, retroactively, the largest conclave of the "presidential fraternity" prior to the opening of the Reagan Library in the 1990s.

That would make for some interesting discussions and revelations!
